This horse wouldnt exhibit such behaviours if it was allowed more freedom and mental stimulation. Its basically so bored and/or stressed, that doing this, is better than doing nothing.
These behaviours dont just pop up over night, takes a while before such things are see.

I agree that stalls are not the best place for horses but you have no idea if he is normally kept in a? large pasture and just stalled for the fair and not happy about.
