Maybe all the horses spooked at something but from the video it seemed like most of the riders simply lost a stirrup and couldn't hold on after that.

Probably half or more of them put the whip in one hand and are going in the big drop into the water one-handed... It's smart, effective riding. Not to mention, have YOU ever been hit with a jump crop? THEY DON'T HURT! They make noise, and make contact behind your leg. Dressage whips sting, but? jump bats don't...

To re-inforce your leg aid... the whip isn't just used as a punishment, in fact that's NOT how the whip should be used at all or your horse gets too scared of it! A tap on the shoulder, or a little reminder hit coming to a big fence... it's? not "bad" or "mean"... Or maybe it isn't visible to viewers but a rider could be feeling their horse backing off to a fence 5 strides away & so they give them a quick spank.
