That is called a standing martingale, and it applies nose pressure when the horse's? head raises above a certain point, thereby discouraging head tossing, resisting the bit, etc. Unfortunately, though, the only thing that's REALLY going to help your horse is some good dressage lessons with a qualified trainer to help develop balance and self-carriage.
