This is an important distinction as it means a horse does not have an unlimited supply of tooth. Unlike hooves which can be cut too short and then completely regrown, repeatedly over the course of a horses lifetime(not that you would want to continuously trim feet too short), if teeth are rasped too short it will shorten the life of the horse.
