In western it's fairly loose, in english, it's tightened under pressure. A cinch is a rear strap around a horses' belly. It's only used in western disciplines. It's very important to get the pressure on a cinch right. Too loose and a hoof could get caught. Too tight and the horse will buck.

Have a look at the traditional treeless Spanish vaquero saddles, which are not only versatile (you can thank those guys for the entire US cattle industry) but they're so comfortable for the horse and rider? and they look cool too :)
